When is a National Federation considered 'developing'?

Each year, World Triathlon completes a National Federation Survey among its members. Based on their survey responses and historical data National Federations form different groups representing their levels of development. 

NFs in Groups 2, 3B, and 3A are considered developing and are eligible to take part in development projects.
